Corporate Emergency Response Plan (ERP) – Alberta
Eclipse will develop a Corporate ERP that meets all requirements of AER Directive 071 and CSA. Included with the ERP manual are four printed copies, additional copies will be billed separately as an Additional Cost per Schedule 3. Sour Facilities, Wells or Pipelines which require Emergency Planning Zone (EPZ) calculations will require a Site-Specific ERP manual.

Included with the ERP manual are four printed copies, additional copies will be billed separately as an Additional Cost per Schedule 3. Sour Facilities, Wells or Pipelines which require Emergency Planning Zone (EPZ) calculations will require a Site-Specific ERP manual.
Corporate ERP Updates/Plan Maintenance
ERP’s are required to be reviewed and updated at least every 12 months as per AER Directive 071, or OGC ERP Requirements. Significant changes to the ERP must be distributed to plan holders immediately. Two (2) requests for the addition of operating areas and/or revisions after the initial development are included. Further additions/revisions will be billed separately.
Site Specific Production/Facility/Pipeline ERP Updates
ERP’s are required to be reviewed and updated at least every 12 months as per Directive 071 or OGC ERP Requirements. Annual ground proofing is required for those updates and billed as per Schedule 1. Field copies of the ERP must be maintained and updated to reflect changes within the EPZ. Any significant changes to the ERP must be distributed to plan holders immediately. All services and printing for site specific ERP updates are as per Schedule 1 and 3.
Site Specific Drilling & Servicing ERP
A site specific ERP is required for down-hole operations if it is a critical sour well and or a sour well where there are residences within the EPZ, where residences have to egress through the EPZ, or where specifically required by regulatory authorities (to be quoted per plan).
Supplemental ERP
This ERP requires the development of a “Partial” ERP to supplement the Corporate or existing Site Specific production facility ERP as per AER Directive 071 and/or OGC ERP Requirements for drilling, servicing or pipeline tie-ins.
Table Top ERP Exercises
As per Directive 071 and/or OGC ERP Requirements, these exercises are required except in a year when a major exercise is held. These exercises are conducted over a two to three hour timeline and involve an open forum discussion on the scenario presented. A facilitator who is familiar with the plan and the operations involved guides the discussion. Eclipse services include facilitation, documentation and a summary report to include the type of exercise, scope and objective, persons involved, outcome, lessons learned and action plan. Facilitation within the Calgary Head office is included in the contract.
Full Mobilization ERP Exercises
These exercises involve the Field and Head Office and are required annually as per Directive 071 and OGC ERP Requirements. Eclipse services include facilitation, documentation and a summary report to include the type of exercise, scope and objective, persons involved, outcome, lessons learned and action plan. Facilitation within the Calgary Head office is included in the contract, however; Field Training and required Field Services will be billed as per Schedule 1.
Resident Notifications/ Consultation
All affected residents and local authorities in the notification radius of Well, Pipeline and Facility Construction must be consulted and notified as per AER Directive 071, 060 and 056 and OGC ERP Requirements. These activities may include: providing information packages to residents and local authorities, personal consultation with residents and local authorities, and management of concerns/objections from residents and local authorities.
Calculation of EPZ Dispersion Modeling
EPZ calculations are needed to meet the AER’s Directive 071 requirements. Performing this assessment for release rate and volume determination for well servicing, completions, workovers, production and pipelines, will result in accurate emergency planning zones(s).
Wildfire Control Plan
This involves the development and submission of a Wildfire Control Plan in accordance with Sustainable Resource Development, Forest and Prairie Protection Act. The intent of this annually updated plan is to; proactively identify and update your values at risk and your wildfire prevention strategies in an effort to reduce the potentially negative impacts and enhance the Forestry Division’s ability to quickly respond to and suppress wildfires that may threaten your personnel, infrastructure and production during the fire season. This plan is submitted to the local area Forest Division prior to February of each year.
